    This post wins the thread.
Music isn't about chops, or even about talent - it's about sound and the way that sound communicates to people. Mike Keneally

Reports suggest he is contributing lots of ideas. Time will tell what ends up on an album.

This has always been my assumption: that Horn got all fired up to flesh "Fly From Here" into a massive suite, and that was the price of having him produce the album at a rate they could afford. I'm sure in at least Chris' mind it was considered a pretty sweet deal, cuz what did they have to lose? Any material that got cut could just be used at a later date.

Agreed. We'll see if any ideas not used on FfH get re-worked for the new album. (Obviously, some of the unused ideas were Oliver Wakeman's and won't be appearing now he's gone. He's already used one of those as "Turn of the Card" on his recent album with Gordon Giltrap.)

Haven't some bands used an idea more that once? For instanceave Mustaine wrote a song called Mechanix. It was performed live by Metallica with him as a member. After he was fired, the song was rewritten as The Four Horsemen and put on Metallica's Kill 'Em All. Mechanix was then recorded for the debut Megadeth release.

Absolutely. We have examples from the world of Yes too: like, Wakeman's solo track "Nina" becoming "The Meeting" on ABWH, or Anderson with "Boundaries" becoming "O'er" becoming "Somehow, Someday".
