Yes of course. But I don't think it does any harm to have day of the year designated.
I don't know the situation elsewhere, but in Australia it seems to have stayed relatively free of commercialisation. That is, people do things for their mothers, and spend time with them, rather than just feeling the need to buy cards and gifts - unlike, say, birthdays or Christmas. If people are living a long way removed from the mother in question, a phone call would be deemed appropriate rather than a card.
