How To Properly Tune A Guitar?

I would love to hear what the guitar-playing PE community think of this tuning approach:

A good guitar with Buzzy Fieten tuning system and a Peterson strob-stomp.
no tunes, no dynamics, no nosebone

The main point made in the video (which I'd never thought about all these years and which no one mentioned to me in 30+ years) is about not playing the string lightly while tuning but instead playing the string as hard as you would while actually playing your guitar. It seems pretty basic and I don't know why I never thought about it before.

The other point was about tuning your G string about 15 cents flat. I mentioned this to one of my guitar playing buddies and he's known about that for years, but says that will only help when playing E-form bar chords up and down the neck - other chords will still sound less than stellar.
