I must say I found from 65 to 68 the hardest as I had at least 3 loved albums per year. But 69 was tougher than any year in the 70s and 80s, I had at least 10 great lps for 69.

    1960- Elvis Is Back
    1961- The Shadows
    1962- Green Onions
    1963- Freewheelin' Bob Dylan
    1964- A Hard Day's Night
    1965- Highway 61 Revisited
    1966- Pet Sounds
1967- Piper At The Gates Of Dawn
    1968- Electric Ladyland
1969- In The Court Of The Crimson King

I went for representativeness, otherwise it would be dominated by Beatles albums in my case. 1962 was the biggest struggle for me. I think within popular music at least, that year shows the void that The Beatles were able to step into. Lots of great pop singles but the performers usually had great writers behind them (Goffin/King and Bacharach/David, for instance).

Most of my favourite jazz albums are from 1959, yes!
