I'd guess so. The Tony Banks thing seems obvious. Also Peter Kay is a very famous British comedian, but whether that's deliberate or coincidence depends on whether the writer is British I suppose.

Approximately 3 people listened to Tormato upon it's release. And it is generally believed that two of these people were Atlantic record executives (who were locked in a room with a whale and forced to listen to it on loop for a year). Such a small audience led to the resignation of Rick Wakeman, again, but this departure was one of many that year week, so nobody thought much of it.
