That's Puddles the Clown, or as he publicizes himself, "the sad clown with the golden voice". I forget his real name, but he was in bands before he came up with the Puddles act. And he's apparently just as tall as he looks - close to 7 feet.

Apparently this guy lives in Atlanta (when he's not travelling to a lot of oddball festivals). He apparently was discovered by a bartender at one of his "Pity Party" shows. He said the guy's PA was crap, but he obviously had some talent. The bartender became his manager. Apparently the bartender has been advising him on equipment. He's using some pretty expensive mics, but his voice makes them very worthwhile.
He's not an exciting performer, but he is talented and has pretty much his own style. He's definitely one of a kind. He also shows a pretty fair knowledge of hits going back to the 60s and 70s.
I would guess he is actually making a living with his YouTube channel.

Puddles is great. He posted Wish You Were Here recently but I actually don't care for his version. But he does a good Space Odyssey. Somehow my favorite song he does is Royals, that song by whoever. He kills it. This one is good, BTW, hadn't heard it.
