The only reasons Tommy is last on my list would be that it did not age that well IMO. These days sounds a little dated and unfortunately a little corny, But when it was hot it was really hot. It was right for it's time.
Who's Next will never get old. Nothing much to date it, and it's as close to a perfect album as you can get.
And Quadrophenia in the years to come, may not wear well through fads and phases, but it's just too good to ever sound cheesy. A work of art in many ways.

I'd throw "Live At Leeds" in there at 8.7 to 8.3 depending on the weather.
Quadrophenia - 10/10 - if the volume control went up to 11 - I'd give it 11.

Quadrophenia edges it for me , followed closely by Who's Next , two of my favorite albums by anybody .
I also like Tommy but not as much.
Who's Next is the better album, but I prefer Tommy. Quadrophenia never did much for me; just OK.

Tommy and Quadrophenia are both 10s. I got burned out on Who's Next, but it's a great album as well. 9.
Live At Leeds=10. The Who Sell Out=9.5.
Hey, they are all great albums. The Who were and are great! They're playing tonight in the Bay Area. I saw the Quadrophenia tour a few years ago.
Fantastic. I saw them do Tommy in 69 and 70, then caught them in 83, I believe. They're all right.
Lambert and Stamp is a must see IMO.
One of the best 3 album runs in the history of rock n roll for me. Very very tough, but I would rate them:
1. Quad
2. Who's Next
3. Tommy
All 3 are stone cold classics IMO.
Tommy original 1969 album = 8/10
Who's Next = 10/10
Quadrophenia = 10/10
Tommy the film music = 10/10
I like Tommy a lot and everything before

I own Who's Next but rarely listen to it
The albums after this I dont really care for.

Pete Townsend by himself wasn't satisfied with the original album. So Townshend re-writed Tommy for the film music.
To these ears, that original album from 1969 is pretty flat in comparision with exciting and funky the film music, and also some tracks are way better than at original album.
...And so on.
Like them all, but my favourite Who's tracks are mostly on Quadrophenia. Off Tommy, 'Go to The Mirror' and 'Overture' stand out too.

It took me a long time to make peace with the post-Quadrophenia albums. When I was a younger man I was disappointed in their lack of thundering rockers when the real problem was my inability to appreciate the subtle nature of those albums. They're still spotty but if you take all the best tracks you can make a pretty decent playlist.
