In high school I would have said Rush. It's now Tull since I'm all grown up.

Several Tull albums are masterpieces.
I gave up on Rush after Moving Pictures. So, Tull.
Tull by a mile. I don't even consider Rush prog.

I'm not sure where Rush's prog period ends. I'd say it was with Moving Pictures in 1981.
But Wiki has Jetro Tull broken down as:
Progressive Rock (1972 - 1976)
Folk Rock (1977 - 1979)
Electronic Rock (1980-1984)
Hard Rock (1987 - to 1994)
Then the Christmas albums. Rush doesn't do Christmas albums.
The albums Songs from the Woods through Storm Watch are indeed prog, or prog-folk if you wish. How one could consider Pibroch (Cap in Hand), Hunting Girl, Acres Wild, Something's on the Move as folk is pretty funny, likewise, how songs like Velvet Green, The Whistler, Heavy Horses, One Brown Mouse, Dark Ages or Elegy are not prog is as equally humorous.
Anyway, I haven't really cared about Rush since 2112. And they weren't at the top of my list even back then.

Impossible for me to choose as I love them both. I guess it might be Rush by a nod since I own all of their albums, but do not own all of Tull’s. I have seen Rush live quite a few more times as well. Tull’s hey day was just slightly ahead of my time as I did not really discover them until the early 80’s while Rush was part of the soundtrack of my life right from the beginning. I guess I will give it to Rush, but I love both of them.
It's a tie, for me.
Rush was a group effort. Tull was Ian Anderson's alter ego. RUSH!
