Pretty sure that’s a ring-modulator on Bob Callero’s bass, and not a talk-box. Il Volo used a whole mess of weird guitar effects, part of the reason those albums are so special. I do believe that Alberto Radius was one of the few owners of EMS’ expensive Synthi-Hi-Fli guitar effects unit, which is the source of the “synth-guitar” sounds all over the two Il Volo albums. It also turns up on his first post-Il Volo solo album, Che cosa sei?
