Not really prog at all, but IMO two songs from the English folk realm as well as the Celtic music scene comes to mind. First is the haunting rendition of the old Scottish poem "Tam Lin" sung by the late Sandy Denny while she was in Fairport Convention. Oldest reference to the poem goes back to the Middle Ages, but the words and story reveal that the symbolism goes even further back to pre-Christian, Celtic times. The poem takes place on Halloween, and hearing Sandy singing this still gives me goosebumps, even though it's 45 years old. The other song is "All Souls Night " penned by Canadian Celtic singer Loreena McKennitt, another great song about the ancient Celtic holiday. Not prog, but still a worthy listen.
Day dawns dark...it now numbers infinity.
Helloween - Straight Out of Hell ...not prog, but a great melodic metal song nonetheless.
Pulsar's "Halloween" is the obvious choice, with the name, the rather dark tone, and even the spooky child "la-la-ing" the melody to Danny Boy at the beginning.
Pallas' "Ripper" is a good one too. Disturbing lyrics, and a terrific arrangement (great mellotron work)
Mussorgsky's "Night On Bald Mountain"
21st Century Schizoid Man would always get played on Halloween on the local Classic Rock Station
And pretty much everything The Red Masque has put out.
