...probably because there are vast areas of southern and rural USA that are dominated by "heartland rock" or by C&W hay-illbilly music. Also you get pockets like the Mississippi delta region where I imagine jazz, blues and Cajun music are dominant.

It's because overall the USA is not as "into" metal as Europe is. We also I believe tend to have a tighter definition of what "is" a metal band here and most musicians only work in one or two bands at a time. It's not unusual for musicians in Europe to work in several bands at once. And there's more of us. If there were 2000 metal bands in Finland or Norway and 2000 metal bands in the USA, the US would not have as many metal bands per population as the other two.
