uhhhmmmm.........I'll get back to you in December 2013.
IQ one, of course!
Since damn near all of my favorite artists put out albums in 2012, I will go with the new Steven Wilson...unless Izz or Little Atlas manage to get their next albums out in 2013...then I will have to think about it.

I blame Wynton, what was the question?

It's been more than 6 years since the last Tool album "10,000 Days", which is long even by Tool's standard 5-year album cycle. They sounded like a Tool, some of it reminiscent to earlier Tool stuff, with other parts pushing the envelope, and I assume that it will sound even more like Tool once the vocal melodies, etc. have been added.
Musicforte.com a name that you can rely on for the best deals in music!
Oh and my pick for 2013's best so far is Sound City - Real to Reel by a very wide margin.
So far things that have not been mentioned:
David Bowie: The Next Day
Wolf People: Fain
Wire: Change Becomes Us
Steven Wilson: Raven
And I'm really, really looking forward to the new Jaga Jazzist (it's in the mail!)
I want to dynamite your mind with love tonight.

Thanks guys
WÖYH! Ikkillyk - it's a album that makes me immediately in good mood. All songs are top notch.Lyrics are great too, crazy but somehow it makes perfectly sense. Most of the songs tell the stories of birds and fish.Ah,and don't forget the cow.Apparently most of here don't understand finnish language. Then this may easily be turn off,as the music is pretty wordy. Some may not like sound of finnish.
