Well, Ulver's new one (apparently called 'The Assassination of Julius Caesar') has been mentioned on their home page and the House of Mythology news as well...and their performance at Roadburn this April is being touted as a CD release show for the Julius Caesar set. So, at this point it seems far more likely than not.
The Waters, honestly it's just a speculation, based on the various interviews describing how far along they are with the recording process (apparently he's been working with Nigel Godrich, of Radiohead fame), and the fact that his upcoming Us + Them tour is expected to include material from this forthcoming album.
So, I'd say that while I don't have an exact TBD for the Ulver, it's highly likely to land in the spring. The Waters? It could be in the fall, or it could still be two years from now.
