What effect is on the guitar during the solo of Olivia Newton-John's "Magic"?
It's TWO guitars, first one has wah-wah, probably slide.
No effect at all, doesn't sound like to me. It sounds like a harmonizer ala Owner Of A Lovely Heart but the way the intervals change wouldn't have been practical back then without a lot of work; it sounds like he just multi-tracked the solo, very carefully. To me anyway. He might have been a fan of Brian May
I can't believe you made me listen to that whole crap song just to hear a 10-second double-tracked guitar.

No, that's not a pitch transposer, I don't think. Pitch transposers have a very distinct sound, as heard on things like Owner Of A Lonely Heart, the intro of You Give Love A Bad Name, and that crazy middle section of Queen's Get Down Make Love.
I think it's two guitars, and it does sound like at least one of them is slide guitar. The only effect I hear is distortion, probably from a pedal (doesn't sound like amp distortion to me).

Actually, it's not that bad of a song, but then I miss the8 0's. Imagine having to listen to it at least once or twice a week, over the PA at work! Thank goodness they let me listen to my mp3 player while I'm working! Never again do I have to ask, "Where's Black Sabbath when you need them?!".
