The lead-off title track might give that impression, but starting with "Hell Patrol" the rest of the album is extremely melodic classic heavy metal to a degree that the thrash bands of the time...

It's not that bad. There are some goofy choices towards the end but if you exclude 10 or so nu-metal/grunge albums it is a reasonable heavy metal primer. Presumably that is the purpose.
